Option 1 (Preferred Method):Filter by Message SubType + Provider > Route to Recipients
Logic: Else check on Label and Staff, if combination found then route to designated recipients for the rule.
Option B (not recommended): Logic: Label, Staff, and Location, if combination found then route to designated recipients for the rule.
Note: This option works but require additional message routing rules inputted with no true benefit to practice. Since the messages goes to the same workgroup based on provider chosen, not necessarily the location combination with provider.
